Tom Cull was born and raised in rural Huron County. He completed both his undergraduate and Master’s degrees at the University of Waterloo, followed by a PhD at York University in Toronto. In 2008 he moved to London to teach at Western University. London’s gorgeous natural environment and vibrant arts community convinced Tom to make London home; he’s lived here with his partner and son for more than 15 years.

Before last year's ward boundary review, Tom was a Ward 4 resident. While he now lives in Ward 1, he's a stone's throw from the Ward 4 neighborhoods he hopes to represent at City Hall.   

Tom is currently a Community Partnership Specialist at the Upper Thames River Conservation Authority where he builds relationships with municipalities, First Nations, institutions, community organizations, and individuals and facilitates projects to restore and protect the health of the watershed and its residents.

His rural upbringing and desire to preserve the environment for future generations fuels his personal volunteerism as well. From 2012-2025, Tom was the director of Antler River Rally, a grass roots environmental group he co-founded with his partner Miriam. Antler River Rally organizes monthly cleanups of local waterways. Thousands of passionate volunteers have participated in this work over the years. 

Tom is the recipient of University of Western Green Award, the 2022 Faculty of Arts & Humanities Teaching Excellence Award, and Nature London’s Enviro-Hero award. In 2023, Tom was named to the Mayor’s New Year’s Honour list for outstanding contributions to the environment. Tom has served on boards and committees for the Urban League of London, ReForest London, London Community Foundation, WordsFest London, and Antler River Poetry.

His love for London, prior service to the community, and commitment to youth and the environment fuel his ambition to represent the residents and businesses of Ward 4 at London’s City Hall.
